NYC Comptroller Warns City Is Unready for AI Disruption
A first-of-its-kind report models five AI scenarios for New York City and urges nearly doubling reserves to 16 percent of tax revenues to prepare for potential fiscal shocks.

NEW YORK — New York City Comptroller Mark Levine has issued what his office describes as the first local assessment of how artificial intelligence could reshape the city's jobs, wages, industries, and tax base — and his conclusion is blunt. In the report, titled AI and New York City's Fiscal Future and released on June 12, Levine writes that despite the high stakes of the transformation ahead, the city is doing almost nothing to prepare. "We are sleepwalking into the age of AI," he warns in the document, calling for urgent fiscal and policy responses before disruption arrives rather than after.
The report builds five distinct planning scenarios, each assigned a probability. Rather than offering a single forecast, the Comptroller's Office started from national AI scenarios developed by Moody's Analytics, adapted them to risks specific to New York City, and added a fifth scenario of its own that assumes steeper job losses in high-paying white-collar industries. The underlying Moody's probabilities were derived by averaging estimates from the firm's seven economists — a methodology Levine noted reflects genuine uncertainty about the technology's trajectory.
The baseline scenario, called an AI Empowered Economy and assigned a 35 percent probability, sees AI lifting productivity with limited disruption while the city continues adding jobs and tax revenues grow steadily. A Productivity Boon scenario, at 15 percent, is modeled loosely on the internet boom of the late 1990s, with AI complementing rather than displacing workers; under it, city tax revenues run roughly $8 billion above the baseline through fiscal year 2030.
The remaining three scenarios are negative, and together the office assigns them a combined 50 percent probability — effectively a coin flip on the downside. In AI Falls Flat, at 25 percent, the AI investment boom fizzles and markets retreat. In Job Replacement, at 20 percent, rapid productivity advances displace workers faster than new jobs emerge, pushing unemployment higher. The most severe case, AI Shockwave, carries a 5 percent probability that the comptroller's economists added on top of the Moody's framework. In that scenario, white-collar industries including finance, legal services, and professional consulting face severe disruption, costing the city as many as 145,000 jobs and causing tax revenues to fall approximately $13.5 billion below the baseline over four years.
The report's core recommendation is fiscal. Levine calls for building the city's Revenue Stabilization Fund — commonly known as the rainy day fund — to a target of 16 percent of tax revenues, with a 10 percent lower bound, alongside formal rules governing deposits and withdrawals. Based on projected fiscal year 2026 tax revenues of $84.4 billion, the full target works out to about $13.5 billion, an amount the report says is comparable to the tax revenue hit in the AI Shockwave scenario. The current fund stands at roughly $8 billion, meaning the proposal would require the city to save several billion dollars more in the coming years.
Levine had already proposed the 16 percent target in an earlier report on strengthening the city's reserves, a recommendation grounded in the city's historical experience of revenue losses during past downturns. The new report adds AI-related economic disruption to the list of conditions that could justify drawing on the fund. Asked how the city could build reserves in the current fiscal climate, Levine pointed to structural budget pressures — including housing vouchers and asylum seeker costs — as reasons to act sooner rather than later, while revenues are relatively strong.
The report stops well short of predicting disaster, and it stresses that AI's trajectory cannot be forecast with precision. It also catalogs significant upsides the city could capture, from improving how agencies deliver services to expanding opportunity for workers and small businesses. Levine has framed New York as uniquely positioned on both sides of the ledger, saying no American city is more exposed to both the promise and the peril of the technology. The report further calls for modernizing city government so agencies can deliver faster and more reliable services, for procurement and technology systems that allow responsible innovation while protecting privacy and fairness, and for a clearer understanding of which workers and industries face the greatest exposure to disruption.
What distinguishes this report from the familiar genre of AI economic forecasting is its institutional setting. A municipal comptroller is not a think tank; the office signs the city's checks, audits its agencies, and stewards pension funds that Levine notes are invested across the AI economic stack. By translating speculative national scenarios into concrete local numbers — a $13.5 billion reserve target, 145,000 office jobs at risk in the worst case — the report converts an abstract technology debate into a municipal budget question. Whether that framing is enough to move Albany and City Hall toward action before the disruption arrives is, for now, an open question.
