Staten Island Schools Deploy Indoor-Air Sensors to Monitor Post-Diesel Emissions
District officials use real-time CO2 and PM monitoring to target ventilation upgrades after a series of nearby truck route changes increased air concerns.

Staten Island school buildings from Stapleton on the North Shore to Port Richmond along Richmond Terrace are now dotted with small, humming boxes that measure the air children breathe as they learn, a rapid response by district officials after a summer of truck route changes sent diesel-laden traffic closer to several schoolyards and raised alarms among parents and teachers.
City transportation officials altered commercial routing in July to ease congestion on the Staten Island Expressway, diverting a steady stream of heavy trucks onto Victory Boulevard and Bay Street; the new flows skim the edges of at least a half dozen school campuses, district records and parent complaints show, and administrators say the sensors were deployed to gather the evidence needed to prioritize ventilation work and HEPA filtration in classrooms most exposed to fumes.
The district installed real-time CO2 and particulate matter monitors — modelled and networked by AeroSense Labs, a New York vendor selected after an emergency procurement — in classrooms, cafeterias and gymnasiums at 18 schools, including Stapleton Elementary and North Shore Middle School, said Dr. Alan Cho, chief facilities officer for Staten Island School District 31. "We needed data that would let us see when classrooms were trapping exhaust and when outdoor PM spikes were driving indoor concentrations," Cho said. "This lets us target the buildings that need immediate upgrades rather than spread limited funds thinly across every rooftop."
An initial six-week data sweep showed sharp contrasts that administrators said justified the rapid rollout: 120 indoor sensors recorded CO2 levels peaking as high as 1,600 parts per million during morning arrival and post-lunch periods in classrooms facing Victory Boulevard, compared with a recommended indoor target of about 1,000 ppm; average PM2.5 — fine particulates associated with diesel combustion — rose from a pre-reroute baseline of roughly 6 micrograms per cubic meter to a sustained neighborhood average of about 21 µg/m3 during high-traffic periods, and spikes of black carbon doubled on weekdays. The district budgeted $1.2 million for the first phase of monitoring and upgrades, with a $480,000 match from the New York Clean Air Fund and plans to apply for additional federal grants.
Parents in Stapleton and nearby West Brighton said the numbers explained what they had been seeing at home. "My son started coughing more this fall and his teacher noticed he was tired in the afternoons," said Marisol Vega, president of the Stapleton Parents Association, who has been collecting anecdotal reports and school nurse logs. "Seeing the monitor readouts confirmed what we felt — the school needed better air filtration and the city needed to rethink having so many trucks rumbling past kids' classrooms."
Officials at the city transportation department defended the routing decisions as necessary to relieve broader network congestion but acknowledged they did not fully anticipate the localized consequences near school sites. "The plan reduced delays on the expressway, but an unintended concentration of heavy vehicles along certain arterials emerged," said a senior transportation planner who requested anonymity because he was not authorized to speak publicly about internal deliberations. "This shows the need for a more granular impact analysis when shifting freight flows through dense, mixed-use neighborhoods."
On the technical side, the district is using the sensor feeds to prioritize noninvasive fixes that can be deployed quickly: portable HEPA units for classrooms closest to the busiest streets, upgrades to HVAC filters from MERV 8 to MERV 13 where systems can accommodate them, and professional sealing of window frames and door thresholds to limit infiltration of exhaust. Contractors working on the projects include Harbor Mechanical, a Staten Island firm the district contracted for emergency installations, and CleanVent Solutions, which is supervising filter upgrades in six older buildings with antiquated heating systems.
Health advocates pointed to local disparities and the stakes for children in the borough. Staten Island childhood asthma emergency visits in the district's public clinics ran near 12.4 per 1,000 children last year, compared with a citywide average of about 8.2 per 1,000, according to figures shared by the Staten Island Health Collaborative, a community health nonprofit collaborating on the sensor program. "Diesel particulate matter is not just an irritation; it can exacerbate asthma and affect lung development in young children," said Dr. Laila Hassan, a pediatric pulmonologist at Richmond Pediatric Center. "Real-time monitoring is the first step toward targeted mitigation and better long-term respiratory health for these kids."
Early results from the targeted interventions offer modest gains: classrooms that received sealed windows and HEPA units saw average CO2 readings drop about 25 percent during peak hours and PM2.5 readings fall roughly 40 percent on high-traffic weekdays, the district reported. Officials say those improvements, combined with adjusted drop-off protocols that stagger arrival times and shift idling zones away from school fronts, will guide a phased program of capital upgrades that aims to complete priority work at the most affected schools by spring 2026.
District leaders said the sensor program will expand as part of a broader plan to work with city agencies to map freight movements, refine truck routing around schools and lobby for buffer zones that limit heavy vehicle circulation during school hours. Parents and health advocates said they will press for formal guarantees of funding and transparency. For now, the little boxes on classroom walls are doing more than logging numbers; they are shaping a neighborhood-scale effort to reconcile urban freight flows with the basic adult promise that schools should be safe places to learn, and officials say the data-driven approach will determine whether more fundamental changes to routing and school ventilation follow in the year ahead.
